A complete walkthrough of the LTO vehicle registration process in the Philippines — from securing your CTPL insurance to receiving your new OR/CR. Follow this guide to make your LTO visit smooth and hassle-free.
Complete these steps BEFORE heading to any LTO office to avoid wasted trips:
Step 1: Get Your CTPL Insurance
Apply online at CTPLExpress — receive your LTO auth code via SMS within 15–60 minutes after payment verification during working days. This is the FIRST requirement — without it, LTO cannot process your registration.
Step 2: Emission Testing
Visit any LTO-accredited Private Emission Testing Center (PETC) or PMVIC. Your vehicle will be tested for smoke/emissions compliance. Cost: approximately ₱500–₱600 for private vehicles.
Step 3: Gather Your Documents
Bring: valid CTPL COC/auth code, latest OR, original CR, emission test certificate, and government-issued ID of the registered owner.
Proceed to the Information Desk
Tell the LTO personnel you're there for vehicle registration renewal. They will direct you to the correct window or queue.
Document Verification
Present all your documents for initial screening. Your CTPL auth code will be verified against the ISAP-COCAS system.
MVIS Inspection (if required)
Some LTO offices and all PMVICs require a Motor Vehicle Inspection before registration. Your vehicle's lights, brakes, tires, and roadworthiness will be checked.
Payment of Fees
Pay the LTO registration fee at the cashier. Fees vary based on vehicle type, weight, and classification. Keep your Official Receipt.
Release of OR/CR
Your new Certificate of Registration (CR) and Official Receipt (OR) will be printed and released — usually on the same day.
