Required Documents for LTO Registration Renewal

  • Valid CTPL Insurance

    Certificate of Cover (COC) or LTO authorization code from an IC-accredited provider

  • Latest Official Receipt (OR)

    From your previous LTO registration

  • Certificate of Registration (CR)

    Original copy

  • Emission Test Certificate

    From an LTO-accredited PETC or PMVIC

  • Government-Issued ID

    Of the registered owner (e.g., driver's license, passport, UMID)

  • Authorization Letter

    If a representative is processing on behalf of the owner (with valid ID of representative)

Additional Requirements for Brand-New Vehicle Registration

  • Original Sales Invoice from the dealer
  • Deed of Sale (if purchased from an individual)
  • PNP-HPG Clearance (for motor vehicles)
  • 3-Year CTPL Insurance (required for initial registration)
  • Certificate of Stock Reported (CSR) from the dealer
  • Insurance Certificate of Cover (COC) matching the vehicle details

LTO Registration Process — Step by Step

Secure CTPL Insurance

Get CTPL from an IC-accredited provider like CTPLExpress. You'll receive an LTO auth code via SMS.

Pass Emission Testing

Visit an LTO-accredited PETC or PMVIC. Present your vehicle for emission testing and get a passing certificate.

Complete MVIS Inspection

At the LTO or PMVIC, your vehicle will undergo a Motor Vehicle Inspection (MVI) to check roadworthiness.

Submit Documents at LTO

Present all required documents at the LTO counter. Your CTPL auth code will be verified in the ISAP-COCAS system.

Pay Registration Fees

Pay the LTO registration fee, which varies based on vehicle type and weight. Keep the Official Receipt (OR).

Receive New OR/CR

Your new Certificate of Registration (CR) and Official Receipt (OR) will be issued — typically same-day.

  • LTO registration can be done up to 1 month before your plate number's scheduled month
