1. Acceptance of Terms & Service Nature

By accessing or using the CTPLExpress platform ("Service"), you agree to be bound by these Terms.

CTPLExpress is a digital platform that facilitates CTPL insurance applications. All insurance policies are issued and underwritten by Travellers Insurance & Surety Corporation (TRISCO), a licensed non-life insurance company regulated by the Insurance Commission of the Philippines.

CTPLExpress does not act as an insurer and does not assume insurance risk or handle claims.

2. Role of the Platform

CTPLExpress provides a digital application and processing interface to facilitate the submission of CTPL insurance applications to the licensed insurer.

All underwriting decisions, policy issuance, and claims handling are performed solely by TRISCO.

3. User Responsibilities

Users are responsible for ensuring that all submitted information is accurate and complete, particularly vehicle details required for LTO registration, including:

• Plate Number
• Engine Number
• Chassis Number
• MV File Number (if applicable)

CTPLExpress is not responsible for delays, rejection, or processing issues resulting from incorrect or incomplete information provided by the user.

Users confirm that they are authorized to apply for insurance coverage for the specified vehicle.

4. Fees and Payments

Total charges may include:

• Insurance premium
• Applicable government taxes (e.g., Documentary Stamp Tax)
• System processing or authentication fees required for electronic submission to LTO systems (if applicable)

Payments are processed through approved payment channels. Once processing has commenced or policy issuance has been initiated, applicable government fees and remitted charges are generally non-refundable, except as required by law.

5. Refunds and Cancellations

Refund requests may be submitted within twenty-four (24) hours of application, provided that:

• The policy has not yet been issued or used
• No LTO registration process has been completed using the policy

Approved refunds may be subject to administrative or processing fees.

By using the Service, you acknowledge and consent to the collection, processing, and sharing of your personal and vehicle data as described in our Privacy Policy.

Your data may be shared with:

• Travellers Insurance & Surety Corporation (TRISCO) for underwriting and policy issuance
• Relevant government agencies (Insurance Commission, LTO) when required by law
• Service providers for communication and system processing

All data processing is conducted in accordance with the Data Privacy Act of 2012 (RA 10173).

8. Limitation of Liability

CTPLExpress shall not be liable for:

• Delays or failures caused by government systems (e.g., LTO LTMS, LTO SYSTEM, ISAP-COCAS)
• Errors or downtime from third-party service providers (SMS, email, payment gateways)
• Inaccuracies in user-submitted data
• Force majeure events or system disruptions beyond reasonable control

To the extent permitted by law, any liability of CTPLExpress shall be limited to the amount paid by the user for the specific transaction giving rise to the claim.

9. Dispute Resolution & Governing Law

Users agree to first attempt resolution through CTPLExpress customer support.

Unresolved disputes may be referred to the Insurance Commission – Public Assistance and Mediation Division (PAMD).

These Terms shall be governed by the laws of the Republic of the Philippines. Any legal action shall be filed in the appropriate courts of Metro Manila, subject to applicable jurisdiction rules.
